A vicious dog attacked a little girl and she had to have her arm amputated . I saw the story on the news as the little girl told the news reporter.I am not afraid of dogs, just vicious ones.My heart went out to her and her family.I have heard lots of stories of how dogs attack sometimes unprovoked. What do you think should happen to the owners.Should there be stiffer penalties written into law?

The owners should be punished, that is obvious.

Owners are punished here in the UK under the Dangerous Dogs Act. If their dangerous dog is not muzzled, even if there is no attack, they can face a fine. It's very sad to read stories such as this when it could have been avoided with a simple muzzle.

http://www.cbsatlanta.com/story/16455136/girl-attacked-by-pit-bulls-testifies-against-dog-owner-i-was-going-to-dieThis is a link to the incident, I had enough info to do a google search. The owner got less then I would have given, she should have been jailed for 4 years at least, plus 5 years probation and forbidden to have animmals ever. Letting 2 pitbulls run loose and this is on top of complaints that these dogs routinely were seen running loose. This was trouble waiting to happen. I'm never against Pits, go to youtube and watch videos of children playing with them, a well trained dog is a asset, badly trained or not trained is the bad side for ANY breed.

the owner of a dangerous animal that does not control it should get the needle. not the dog.
