I went back to thisisvegas and tried to redeem the second half the no deposit bonus and I was told the following.
George: Welcome to thisisvegas Live Support. How may I assist you?
susan davis: I contacted help twice this week to find out why I did not the get other half the no deposit bonus offer. I was told it was being looked into by someone. I was suppose to wait 30 days and thirty days was over. I did make a deposit since then.
George: May I have your Login name and email address please?
susan davis:

George: I will be right with you.
George: Your patience is appreciated. I will be with you shortly.
George: One moment please.
George: Thank you for holding.
George: Unfortunately this bonus is not being offered by the casino so it will not be credited to your account.
susan davis: why do you get the first part then?
George: I see the bonuses that you have completed and non of them state being part of anything
susan davis: is there a way to look at my account history in the casino?
George: yes you can check the history in the cashier

There's no other source than LCB for me. (Except for the occasional google) The answer is yes. I got the $25 but when I went to Live help I was told that this promotion was not valid. they asked me where I heard of it and I told them the LCB forum. then they offered me a deposit bonus. Thank's Almiighty
