Yeah, i've read that these are the restricted countries. But, after downloading I was trying to create an account and there is no Philippines on the list of accounts.  That is why I posted a question.  I can not find Philippines in the registration forms list of countries.

Just to clarify the Moneybookers situation.....to claim the NDB without depositing you must register a card.  If you register a Moneybookers account then you will need to make a deposit. 

Sorry for the confusion, in my previous post I simply meant you can use a MB account as a deposit method.

Playtech has their own list of restricted/ high risk countries that they do not allow. Phillipines I have been told is one of them.
