Hi Rena.. I had the same problem.

Go to your administrative options and look under services - Go down the list until you see WINDOWS INSTALLER - if it shows as stopped them click the tab to start the service. Make sure that you do a complete serach of ALL your files for any previous or partial downloads of Silverlight and delete anything that might be there before you try and download Silverlight again. Give it a try.... It worked for me.
