if you get the bonus,then by default you have to meet the WR,to be able to withdraw. The size of WR depends of casinos T&C. different casinos , different rules. You can always contact the  casino , and ask them to remove the bonus,before you start playing.If you didnt play with their bonus, you can withdrew your deposit money. but its always the best to read carefully T&C, and further to contact casinos customer support(CS).
I for ones, received some sporting bonus( wich i didnt wanned, i was looking for casino bonus), and then i contacted CS, and they removed the bonus at my request.Later i was allowed to withdraw money with no problems.
