The Romanian gambling authority, Oficiul National pentru Jocuri de Noroc (ONJN), has announced a blacklist comprised of 48 websites that have accessed the market without proper licensing.
According to Romanian law, operators must be licensed, regulated and pay tax at a rate 20 percent on GGR.
Stanley Bet, NetBet and Winmasters are the only operators licensed in the region and may offer gambling services to Romanian punters through the end of this year with the option to apply for 10-year licenses.
Media reports list BetOnline, Bodog, Casino Tropez, Intertops, Slotland, TitanBet and Titan Poker as those on the blacklist.

From those 13 casinos, 5 are just with sportbooks, but between are Unibet, betfair, Sportingbet and 888 casino! And until 10 september few giants will take the license! Hopping for Redbet also!

Operators of gambling, which conducted business in Romania, have a period of 90 days (period expiring on 9 September 2015), the state introduced a tax amnesty and prosecution for those who intend to obtain a license and permit and pay a penalty amounting to 20% of the Gross Gambling Revenue (GGR) for the proceeds from Romanian players, informed us Marius Pantea, Director General of the National Office for Gambling (ONJN). GGR is based on the taxable income generated from players accessing the platform game IPs Romania, plus all Romanian players acting on areas such as .com, .eu, .org, .es , .it etc. Exceptions are those who have tax residence in another state, which means that they generate income and pay taxes like any citizen of that state. This penalty is added the amount of 100,000 lei (bingo and betting) or 400,000 lei (for type games poker, casino or other conducted online) for each year of operation since December 2010 (date on which it was regulated National legislation gambling away). Because of this only 4 have licence at the moment .that who not accepted romanian in the past so no need pay penalty from 2010 They paid only licence Fees, fines, blacklisting Romanian authorities opted for a tax system taken from Danish law. Under this system, operators will pay a license fee based on turnover (between EUR 6,000 and EUR 120,000). The authorization fee is in the amount of 16% of revenues organizer games (calculated as the difference between entry fees and prizes). Players are obliged to declare their earnings NAFA at the end of the year, and pay 1% for proceeds of up to EUR 15,000 (or the equivalent in lei), 16% for amounts between 15.001 and 100.000 euro and 25% for amounts exceeding 100,001 euros. They will be allowed to play only on sites that have legal documents running. Individuals participating in remote gambling, unlicensed in Romania will pay a fine of 10,000 lei to 5,000 lei. "Office currently has the legal levers that can be used to detect them and to block unauthorized sites in Romania. In this sense it's already established a blacklist of unauthorized operators, "said Marius Pantea.

Ok, State want to regulated market, sells license, and control the game... But on that case govermenet must garantee safety for players and players wins and deposit... No that casinos - govermant... Tricky thing is for pokerrooms becouse traficing problem if they put only Romaian players....

from 10th September we only can play on licensed casino, poker rooms online. At the moment only 4, and i don't go to play in casinos in my city - they do not have free bonuses. loool

Hungary is on the same way. Andy Vajna (producer of Terminator, Die Hard, Rambo, etc...) came back to Hungary and bought the Hungarian gambling rights. Now he has several casinos and if You are a Hungarian and want to play BlackJack or have a bet on a match You have to go to one of his places. Any other way to bet is fordbidden.

I don't know why many of these countries that don't have regulations or only have unrealistic regulations won't look to the countries where online gambling works and works well, legally. Their gonna do it, with or without their blessing. Why not make it work for everybody.....

The situation with the online market in Romania is pretty similar to this here in Bulgaria. The governments of the both countries wants the online gambling companies to pay huge percentage in taxes but not willing to make any reductions which is not very profitable for the companies and that's why so few online gambling...

Hmm, there is nothing unexpected as Romanian government has reviewing gambling laws and I'm sure they will become more liberal than was so some of the 48 companies will return soon there...Imagine, huge market as Romania and loads of people where they are trying to gamble illegal under the laws of gambling! I found there...

I found there are not so many sites which accepts Romanian players, because heard they are trying to cheat out some of them! ;-) Nothing against Romanians, but there were several serious companies that left Romania because of bad behaviour of players.. Good luck to all, we'll see, how gambling laws will change in the future here ;-)

we had no laws for online gambling here in the past, only a few but not very clear,from what i read on google, it was ilegall here online. of course, the reason is money,poker sites,casino need to pay for licence and we players also will need to pay taxes for winnings, withdrawals on legal sites. not sure yet how much,...

I am not sure that this is smart move. I think that smaller countries and countries with lower standard (with all respect for Romania) trying to take advantage of online gambling and trying to take money from casinos. I am not often on side of casinos but here I think that this operators are blocked without a big reason.

I wonder when Finland joins to this madness of blocking casino sites and makes online gambling illegal in every other licencee than our own monopoly RAY. They already have put their long manipulative arms to some playtech providers blocking Finnish customers and the only reason they came up with '' its illegal in your country''...

48 websites isn't that bad.. In my country there were I think more than 100 websites that were blocked due the fact they didn't buy appropriate license. At least Netent is still there and I think they are the best gaming providers. But I would really like to agree with pinxxx about countries, each country has their differences...
